Nach der Verbrecherjagd in Vietnam ist Ma Seok-Do wieder zurück in der Heimat und verteilt dort seine harten Backpfeifenschläge. Diesmal ermitteln er und sein Team in einem als Selbstmord getarnten Mordfall. Bei der Autopsie stellt sich heraus, dass das Opfer an einer Überdosis der neuen Modedroge Hiper gestorben ist. So begibt er sich auf die Spur der Droge, welche ihn zur japanischen Yakuza führt. Bei den Ermittlungen stößt er allerdings intern auf Widerstände, denn der Chef des Drogendezernats mischt kräftig im Drogengeschäft mit und versucht seinerseits, die Yakuza auszustechen.
